Supervisor

The Supervisor will play a critical role in ensuring that enumerators adhere strictly to the approved census methodology, field procedures, and digital data collection protocols. The Supervisor will guide field teams, validate enumerator work, monitor daily progress, and ensure that all assigned areas are fully covered before submission.

Key Responsibilities

v  Supervise and coordinate enumerators during the Mock Census fieldwork.

v  Ensure that enumerators follow the approved census methodology, interview procedures, field movement plan, household coverage rules, and data collection protocols.

v  Use the inbuilt supervisor tools and reports on the tablet to monitor enumerator performance, daily progress, completed interviews, partial interviews, pending cases, duplicates, and other data quality indicators.

v  Validate enumerator work using the inbuilt application tools provided on the supervisor tablet.

v  Check collected data for completeness, consistency, duplicates, partial records, missing information, and possible errors before approval or synchronization by the Supervisor.

v  Use mapping targets to confirm that listing assignments have been completed within the assigned Enumeration Area or field location.

v  Use listing completion reports to validate enumeration completion and ensure that all eligible households and structures are properly accounted for.

v  Compare field workload against assigned mapping/listing data to identify gaps, missed households, missed structures, or areas requiring revisit.

v  Provide timely feedback to enumerators and ensure correction of errors before data is finalized.

v  Ensure that incomplete, duplicated, or poor-quality records are corrected before submission.

v  Support daily field reviews and report progress, challenges, data quality issues, and recommendations to the appropriate technical team.

v  Document operational challenges, methodology issues, application issues, and lessons learned for improvement before the main census.

Minimum Requirements

ü  Bachelor’s Degree from a recognized institution.

ü  At least three (3) years of experience in surveys, censuses, or related fieldwork.

ü  Previous experience supervising digital data collection teams will be an added advantage.

ü  Strong understanding of field supervision, data validation, quality control, and survey methodology.

ü  Ability to use tablets, digital reporting tools, dashboards, and field monitoring reports.

ü  Strong leadership, communication, problem-solving, and organizational skills.

ü  Ability to work under pressure and meet strict deadlines.

Enumerator

The Enumerator will be responsible for collecting accurate and complete census information from assigned households using approved digital census tools and procedures. Enumerators are expected to follow all instructions carefully, complete assigned workloads, and ensure that the data collected reflects the actual field situation.

Key Responsibilities

v  Collect data using approved census tools, tablets, procedures, and field protocols.

v  Visit all assigned households and structures within the assigned area as guided by the field plan and supervisor instructions.

v  Accurately record responses during household interviews using the digital census application.

v  Ensure that all required questions are properly completed before submission.

v  Avoid duplicate entries, incomplete interviews, and incorrect household records.

v  Report partial interviews, absent households, refusals, or field challenges to the Supervisor for follow-up.

v  Use assigned listing and mapping information to support proper household identification and coverage.

v  Maintain confidentiality of all information collected during the exercise.

v  Provide feedback on the questionnaire, CAPI application, field procedures, and operational processes.

v  Correct errors identified by the Supervisor before final submission.

Minimum Requirements

ü  OND, HND, Teacher’s Certificate, or higher qualification.

ü  Previous experience in surveys, censuses, listing exercises, or related fieldwork will be an added advantage.

ü  Ability to use digital data collection devices such as tablets or smartphones.

ü  Ability to follow instructions, complete assigned workload, and work under field conditions.

ü  Fluency in English and relevant local languages.

ü  Strong attention to detail and commitment to accurate data collection.

Data Quality Assurance Officer

The Data Quality Assurance Officer will support real-time monitoring of data quality during the Mock Census. The role will focus on identifying data issues early, supporting field teams to correct errors, and assessing whether the digital data quality tools are strong enough for deployment during the main census.

Key Responsibilities

v  Monitor and assess data quality during the Mock Census Exercise.

v  Review incoming data for completeness, consistency, duplicates, partial interviews, missing values, unusual patterns, and other quality concerns.

v  Use dashboards, reports, and data quality monitoring tools to track field performance and identify areas requiring follow-up.

v  Compare mapping/listing outputs with enumeration progress to support coverage validation.

v  Support checks on whether listing completion is consistent with enumeration completion.

v  Identify Enumeration Areas, supervisors, or enumerators with recurring data quality problems.

v  Provide timely feedback to supervisors, ICT teams, and technical teams for correction of identified issues.

v  Support the preparation of daily data quality summaries, issue logs, and recommendations.

v  Assess whether the data quality management tools, reports, and indicators are adequate for the main census.

v  Document lessons learned and propose improvements to strengthen the main census data quality framework.

Minimum Requirements

ü  Bachelor’s Degree in Statistics, Information Technology, Data Science, Computer Science, Demography, Economics, or a related field.

ü  Experience in data management, survey operations, census operations, data quality monitoring, or digital data collection.

ü  Strong analytical and problem-solving skills.

ü  Ability to work with digital data, dashboards, reports, and monitoring tools.

ü  Knowledge of CAPI systems, GIS-CAPI integration, or data validation processes will be an added advantage.
