Position: District Census Officer (DCO)

The District Census Officer (DCO) serves as the lead representative of Statistics Sierra Leone at the district level and plays a critical role in the planning, coordination, and execution of the 2026 Population and Housing Census. Reporting directly to the National Census Coordinator (NCC), the DCO ensures that all census activities within the assigned district are implemented efficiently, in accordance with national guidelines and international best practices.

Working closely with the Stats SL Regional Manager or District Statistician, the DCO will oversee field operations, manage census personnel, maintain data integrity, and facilitate coordination with local authorities and community stakeholders. This role demands strong leadership, excellent organizational skills, and a deep understanding of census methodology and data management to ensure the successful delivery of quality, timely, and reliable population data.

Position: District Publicity Officer (DPO)

The District Publicity Officer (DPO) is a key member of the district-level census team, responsible for leading all communication and public engagement activities within the assigned district. Under the administrative supervision of the District Census Officer and the functional guidance of the Director of Communication & Public Relations, the DPO ensures the effective implementation of the Census Communication and Publicity Strategy.

The DPO will coordinate media relations, community outreach, stakeholder engagement, and information dissemination efforts to raise public awareness and support for the census. The role requires a dynamic communicator with strong public relations skills, a deep understanding of local contexts, and the ability to adapt messaging for diverse audiences to foster transparency, trust, and full participation in the census process.

Position: Call Centre Agent

The Call Centre Agent will serve as the first point of contact between the general public and the Census Team. This role is critical in delivering timely, accurate, and professional responses to public inquiries related to the census. The Agent will be responsible for handling incoming calls, providing information, resolving issues where possible, and escalating complex matters to the appropriate departments. The ideal candidate will possess excellent communication skills, a strong sense of empathy, and the ability to manage high-pressure situations while maintaining a high level of service and professionalism.

CARTOGRAPHIC MAPPING STAFF

Position: Cartographic Team Lead

The Cartographic Team Lead will be responsible for supervising and coordinating the activities of a team of four (4) mappers during the district-level cartographic operations for the 2026 National Population and Housing Census. Reporting administratively to the District Census Officer and technically to the District Field Monitor, the Team Lead will ensure that all cartographic tasks are executed according to national and international standards.

This role is central to the success of the census mapping phase, requiring strong leadership, advanced GIS expertise, and a deep understanding of spatial data management. The Team Lead will be expected to guide the team through accurate enumeration area delineation, maintain quality control of geographic data, and ensure timely submission of outputs that support effective census planning and implementation.

Position: Mapper

The Cartographic Mapper will play a vital role in the successful implementation of the 2026 National Population and Housing 

The Cartographic Mapper will play a vital role in the successful implementation of the 2026 National Population and Housing Census by supporting the mapping and spatial data collection activities across the country. Working under the supervision of the Cartographic Team Lead, the Mapper will be responsible for updating geographic boundaries, delineating Enumeration Areas (EAs), and producing accurate, up-to-date spatial data in accordance with census operational guidelines.

This role requires technical proficiency in GIS tools and mapping software, as well as a strong understanding of spatial databases. The work of the Cartographic Mapper will ensure that every household is geographically accounted for, contributing to the reliability and accuracy of the census data.
